Following are travel agencies that are often mentioned for adoption travel. Many of the web sites have special sections for adoption travel. Most offer a visa service and have an online form that you can submit for a free quote. These are in no particular order.

If you are going to use someone to obtain your visa, then I recommend Laura with the Assistant Stork . You can send her your passport, visa application and picture; she will hold it until you receive your Letter of Invitation. Once she has that number she can immediately take everything into the Kazakhstan Embassy and very quickly get everything back to you.
Todd Gallick , specializes in international adoption travel.
One adoptive parent had a Kazakh friend recommend Gennady at Vega Travel to her, said that all her Kazakh friends used him for their travel. This parent used him and was satisfied with him, said he saved her about $800.
Being listed here is not an endorsement, just simply that I found them on the Internet

They offer visa support, airport/train station transfers, car/driver hires, car rental, interpreters, travel tickets, city tours, Baikonur tour, weekend tours in the Almaty region, and they list 16 hotels in Almaty with prices and information. Nice photogallery.
